Permit me to invite you to the fact that in the early days of occupation of Hongkong by the British Government in the year 1842, Sir Henry Pottinger very kindly consented to give to the Society, known by the name of the American Missionary Society, a lot of land for the erection of a missionary chapel and house rent free. Accordingly the agents of the Society went forward and erected a Chapel and mission houses on the said lot of land.
Sir Henry Pottinger generously made a donation of dollars. When the government was changed from military to Colonial, the authorities said they were not authorised by the government to make grants of land, and consequently, a ground rent of £40 was charged, which is less than a quarter of the lot at the rate of £40 per annum.
The ground actually occupied by the buildings of the Chapel and Society is exempted from taxation, but for the remainder of the lot, a tax of £40 per annum is levied.
Permit me to state that the two Mission houses on this lot were built by the funds of the benevolent Society, and are occupied by the agents of that Society for the purpose of having a benevolent and charitable object, having nothing to do with mercantile or political affairs.
